when will the ayala malls be accepting application for the A-card? please inform me asap. thanks

last year i applied online and even got my application number but when i presented it to the greenbelt concierge, they said they are not accepting any application at the moment. i  had my 2010 receipts and all of it was wasted. i think they should still accept it however since it's their fault.
