New PUV terminal in Market Market

This is the new terminal for PUVs in Market Market. It is located behind the mall. It is still unfinished. It looks worst if you see it in person. No precautionary signs are placed.
What I don't understand is the fact that the mall admin immediately transferred the PUVs here considering that the place is quite dangerous to passengers especially those lining up for Pasig FX. It's muddy during the rainy season and there are uncovered holes. The old terminal (the one located in front of the mall) is currently not being used, right?
